| Rep. Owens chairs December’s Jefferson Co. Delegation meeting. 2009 – What We Accomplished
Throughout the 2009 session, your Jefferson County delegation worked together to see that Louisville’s priorities were included in the budget.
The state road plan included close to a half a billion dollars of projects for Jefferson County, including $231 million of GARVEE bonds. The Jefferson County funding also includes $36 million of federal stimulus dollars and $35 million of state bonds.
The construction you drive through every day – and I know it’s trying at times – includes $34 million in resurfacing projects along I-264 and I-265. We also procured funding to widen I-64 from the Gene Snyder toward Shelbyville and for the Crittendon Drive extension at the Louisville Airport for the UPS Worldport expansion.
During the 2009 Special Session, legislation was enacted to create a funding mechanism for mega-transportation projects such as the bridges in Louisville. Read More

Lawmakers oppose school chief’s decision to let students skip president’s speech
FRANKFORT, September 4 – Reps. Jim Wayne and Darryl T. Owens today expressed opposition to the decision of new Kentucky Education Commissioner Terry Holliday directing schools to provide alternative activities for students whose parents object to a presidential address to schoolchildren that will be broadcast next week.
“Our commissioner should support teachers who decide their students will benefit from hearing a message from the president about studying hard and staying in school,” Wayne said. “We shouldn’t be afraid to let students know that their nation’s leaders value their success in school.”
“We know the president isn’t making a political speech,” Owens said. “He’s simply urging students to value their opportunity to learn and set high goals for themselves – a message we should be supporting. The only politics involved come from those spreading misinformation about the nature of the address.”

a $175, 000 Federal Grant for Shawnee Neighborhood Award
In April, Congressman John Yarmuth (D-KY) presented $175,000 to Rep. Darryl Owens, (D-Louisville) and Councilwoman Cheri Bryant Hamilton (D-5) as a first year federal grant for the Shawnee Weed and Seed Program. The Shawnee Weed and Seed program is a community-based strategy sponsored by the U.S. Department of Justice Community Capacity Development Office (DOJ-CCDO). It is an innovative, comprehensive multi-agency approach to law enforcement, crime prevention, and neighborhood revitalization.

Both chambers of the Kentucky General Assembly passed House Bill 1, the first step in ensuring the long-term financial stability of the state's employee pension system. Governor Steve Beshear signed the bill into law on June 27, 2008.

I am the first to admit that the 2008 session was not our finest hour. Hampered by a terrible economic downturn, unable to create new revenue streams, and stymied by an uncooperative Senate led by President David Williams, the House compromised on a scaled down, bare bones budget.

Rep. Owens is pictured with Wesley Cox, one of several Kentucky "Mr. Basketball" recipients who were honored on the House Floor in February. Mr. Cox was named Kentucky's "Mr. Basketball" in 1973 upon graduating from Male High School. He played for the University of Louisville and then was drafted by the Golden State Warriors in the first round of the 1977 NBA draft.
